3 years ago I used the following:

Eclipse
IntelliJ IDEAD with the Ruby/Rails plugin
A Textmate-ish type editor which I think was: http://www.e-texteditor.com/

I think I preferred the text editor in the end.

Some FYI:

In terms of IDE I was an IntelliJ fan when doing Java so I always
generally liked what they did ... back then there was only commercial
editions.  They have  RubyMine now which I have not used but could be
worth mentioning to a windows audience

I've only played with Netbeans (a long time ago) but they seem pretty
advanced with support Ruby features, aiming to add refactoring support
etc.

Also iirc Dr Nic (otherwise someone else) provided a style plugin for
Eclipse to make the color look more like textmate.
