You mean why there was no Czech .qm file in the last release ? We decided to include translations for which there were at least 90% of strings translated. Using the new tsreport.py script David wrote, we knew that the Czech translation had less than 90% of strings translated. This is a policy we should definitely make known to all translators, and that is yet to be defined precisely.
There was only minimal changes against rc4-7.
Agree. There are still some important strings untranslated, particularly regarding video settings (see all Video* components in Qt linguist). Is it because the originals strings were not present in the .ts file you used ?

Unfortunately, i haven't had the time to commit this before the RC8 release :-(. It will be in the next release for sure.
