I am looking for someone to intergrate x264 for openwengo linux and
windows. If anyone is interested please let me know how quickly it can be
done and how much.

You know that MPEG-LA claims to own H264 patents? Additionally, GPL may
be incompatible with their "nondiscriminatory access to essential
AVC/H.264 patents".

See http://www.mpegla.com/avc/

a) maybe not:
http://www.signonsandiego.com/news/business/20070127-9999-1b27verdict.html
b) dont' forget that EVERYTHING under the sun of software developement has been patented (USA sw patents are around 300.000, EPO has aproved 30.000 so far or more). You can't write Wengophone without infringing some hundreds of patents. Software patents are a madness, help fight them at any level, without any compromise. Join and send money to FFII (www.ffii.org) if you are in Europe and don't want EPO pratice to become law. Don't want to infringe patents? Stop developing, there is no other way (no, in 90% of the case you can't "workaround" patents, since they cover ideas, not specific implementations).
Also an old site can be of reference:
