I think I have figured it out. Inside my $HTTP["host"] block, I added
the following:
$HTTP["url"] =~ ""^/~(\w*)/" {
server.document-root = "/home/$1/public_html"
server.dir-listing = "enable"
}
It seems to be working so far.
