It's intentional, it just doesn't make sense for you to get a bonus from all
those villages when you're stuck inside the caves. (Whether it's _balanced_
this way is another consideration, but I think it is, and you're not
complaining about balance, you're complaining about misleading the user.)


The real problem here seems to be that the Tome of Wesnoth is misleading.
It's NOT true that "You will always
earn more gold [for finishing early] than through capturing
villages and waiting for turns to run out", never has been, never will be.
That's only true some of the time. It usually ISN'T true when the objective
is to move your leader to a certain point or stuff like that.


If you want, you can submit a bug report about that... I might just fix it
anyway, though I can't right now and I might forget later.
