Follow-up Comment #7, bug #9120 (project wesnoth):
Just as an update / FYI: I'm still looking at the bars of the leader units
(mainly XP, but applies to HP too), and they still seem a bit short on 1.3.6.
So yes, seeing the white border would make it better.
If / when tuning the bars' position becomes simpler, that is.
