No it's not fixed, there is simple solution to sort the rendering sequence of
floating label (chat, map labels etc...) but need some work before, because
map labels badly rewrite some drawing code instead of using the general one
(I suspect for no reason). So I must unify all of this before.
PS: it's rendered chronologically, but it seems that some events (end of
turn) destroy/recreate map labels, so they go on top again.
