Follow-up Comment #1, bug #10046 (project wesnoth):
This could be very tricky for wmllint because of the way maps are included.
e.g. map_data="{multiplayer/maps/2p_Blitz.map}"
This means that the has_border line would appear in one file(s) while the raw
map data would appear in another. So the wmllint utility would have to
maintain tracking information for each file and must be able to fully resolve
preprocessor file includes. Also, if there is some user content that reuses a
mainline map in this way, it will create an ambiguous situation: in one place
the has_border may be specified, and in another not specified, or specified
with a different value.
