Details:

This may be a duplicate of #10035, but that was reported for the 1.2.x
branch. It sounds like the bug may be ignored, but I'm letting you know it
does still exist in 1.3.x.

I used a Poacher with a few XP to kill an enemy leader. He should have
leveled up, but didn't, leaving him with 26 out of 23 XP. I recalled him in
the next level, and he did level up correctly after his first battle.

The scenario is "Civil Disobedience" in the "Liberty" campaign.

To reproduce, load "Before", and attack leader with Bleorraeddry. He has a
fair chance of winning, after which he should level up. "After" shows this
situation.
