Details:

A Goblin Pillager moved into a village which was surrounded, and I believe
the scenario tried to spawn villagers, but found no available hexes to spawn
them in.  The game hung at that point, and CPU usage went to 100%.  When I
loaded the autosave, the ai moved differently, so I could not reproduce the
bug, and therefore have not atached a save.
