Follow-up Comment #2, bug #10827 (project wesnoth):
Does it still work for you if you follow these steps:
1) Start wesnoth
2) Ctrl-F works fine, toggles correctly
3) Click the 'Campaign' button once
4) Ctrl-F now doesn't do anything at all
