Details:

There is a small glitch with the userdefined border, in the first events of a
scenario. In the 3rd scenario of two brothers the bottom right corner
"halfhex" is displayed as 'off terrain'/'void' (not sure which it is) while
the dialog takes place. When the dialog ends that very hex is displayed as it
is defined in the map file. No idea if any other corners beside the bottom
right one are affected, too.

The bug was already existent in 1.3.14, no idea since when it was in. That
bug is still existent in r23083. I attached a start of scenario save that
shows the bug.

the dialog it is correct
