Details:

It looks like currently accelerated speed does not work on all animations.
That is movement and fighting animations are currently not accelerated.
Normal "non-animated" movement is accelerated normally, like the floating
numbers in fights and anywhere else. It seems just like all the "real"
animations do not get accelerated.

Steps to easily see the problem:
1) Start Wesnoth and activate acceleration at a rather high value (like 8x).
2) Start the first mission of Two Brothers on easy. Here the enemy does use
bats which do have movement animations.
3) Just :droid yourself and watch the speed differences. Most units move at
almost lightning speed where those with animations show their normal
animation. In fights the numbers rise extremely fast where the attack speeds
are the normal speed from 1x.

I don't know when this problem was introduced. I just know that it does work
as expected in 1.3.15. That is units moving fast and attacks are accelerated,
too, just like they are meant to be. There is just the problem with
accelerated standing anims which looks strange, but was already reported in a
different report (and fixed IIRC).
