Follow-up Comment #3, bug #11032 (project wesnoth):

I only (ab)use the hotseat mode for testing purposes, so my view seems to be
biased ;). To prevent one player from seeing the positions of the other would
at least be a plausible explanation for the current behavior. Though it
doesn't work for smaller maps (like Isaar's Cross or some small 1vs1 maps)
which are completely on the screen.
There's already an (optional) turn dialog message. If we have a hotseat game
with fog or shroud enabled maybe adding fog/shroud for the whole map to this
turn dialog message would solve this problem better.
