Details:
In 1.3.18 (at least on windows) era events have simply stopped working.
Since there aren't any era events in mainline, you can test this by putting
the following inside any [era], starting a game with that era, and then
moving:
[event]
name=moveto
first_time_only=no
{DEBUG_MSG "era events working"}
[/event]
