Follow-up Comment #4, bug #11135 (project wesnoth): I found the same problem on OS X 10.4.11 running Wesnoth 1.3.18 and .19.
The workaround I found is to not use the arrow keys, as soon as I start using the arrow keys to scroll on the map, select attacks or scroll through recruits...
