Follow-up Comment #1:
This is not a bug. It's a consequence of the fact that you didn't include
the core subtree of data in the list of directories you passed wmllint.
When wmllint has not seen any race definitions, it doesn't treat references
to unknown ones as an error. Your 'horses' definition made the race list
nonempty and fooled wmllint into thinking it should do the check.
