You're right that options to do these things wouldn't hurt other users, but
we try to avoid sprouting separate options for every tiny specialized
interface tweak because it makes the core code more difficult to test and
maintain.
But here are easy ways to accomplish your goals:
a) If you're really concerned about the render speed of the logo wipe-on, you
can just remove it: data/core/images/misc/logo.png
b) To customize the main menu map, rename data/core/images/maps/mainmenu.png
to some save backup name and copy a PNG file to that name.
c) To disable tip-of-the-day display, simply rename or remove the file
data/hardwired/tips.cfg.
You might consider writing shell or .bat scripts to do these things and and
making them available on the Wesnoth wiki at a page titled
CustomizingStartup or something like that.
