Details:
This randomization OOS is produced whenever my scenario tries to create units
for a side that is "empty" in multiplayer (side is still defined in WML and in
map). The units are created randomly, so it causes OOS by giving each player
different units. As well, the map has randomized terrain masks that are not
in sync whenever the map is played with less than 4 people. Map works quite
well though whenever all 4 players are present. Scenario attached.
