Details:
I am using downloaded Windows binaries. I selected the Russian language for
the game. When I run in a windowed mode I see multiple "?" in the caption
instead of "Battle for Wesnoth" in Russian (see attached screen shot).
There is another closed bug with similar description (bug #7965), but they
had junk in the caption, while I see question marks (AFAIK these are
different symptoms with regard to UTF).
