Uhm, wrong patch?
As I already said before:
It is not (yet) possible to set the minimum gettext version supported to 0.16
since there are some stupid systems out there (namely OSX as one example)
which would end with a bad hickup...
Regarding what the patch really should be:
No idea if UTF-8 has all the chars, but we could try...
