It would be pretty nifty if wesnoth could adopt to that specification with
the next stable release. It will help people using more than just a few
packages to get rid of tons of dot dirs in their home directory. The benefit
would be for people to have single place to go for looking for config files
~/.config/ or local data in ~/.local/. And they can always depend on being
able to erase ~/.cache/ with no ill side effect if they are running short on
diskspace.

For transition a fallback to the "old" directories would make sense, and
maybe a warning message that the user could get rid of the old files when
they are outdated (like only savefiles from incompatible versions left or
such).
