Details:
The AI never moves its leader a significant distance from its starting
castle, even when it has too little gold to recruit anything and no income,
or even when there's an empty keep elsewhere that would allow recruitment
from closer to the enemy.
An easy way to replicate this bug is to make a two-player map with a third
keep in the center, and watch an AI play against another AI, with unlimited
turns. The middle keep goes unused.
