Details:
If Ethiliel is the first own unit that gets killed, she suggests that she
should talk to Ithelden. After that Minister Hylas announces that a war with
the Elves is imminent and so the campaign is lost.
You can easily reproduce it with the attached autosave
(same as for bug #11972 - Vengeance: Scenario suddenly won if Ethiliel moves
to Great Tree), just move weak units away and Ethiliel into a mass of enemy
units so she gets killed first.
