Details:

A new RNG that prevents the player to have very lucky/unlucky turns.
It is similar in spirit to the tetris RNG as it prevents a game to
be ruined by exceptional luck. It doesn't change significantly the weapons
hit statistics. (changes should be less than 1%). The RNG
can be tuned by a simple parameter from very even behaviour to the current
one. 

The joined graph shows the RNG with the most even distribution possible
compared to the current one. 

The setting used in the patch   is the same as in the graph, and it is IMO a
lot more fun to play. I have not yet found the optimal value as i am a very
casual player.
