Follow-up Comment #1, bug #12067 (project wesnoth):
Further notes: it'd be handy if both 1) X and Y were allowed to be negative
and 2) W and H were allowed to be greater than the width and height of the
original image. The empty regions in the resulting image would be
transparent.
The point is to allow you to "resize the canvas" of small images into bigger
ones, which could often be useful in UMC use. Example: you have a 15x15 image
and you want to make a 72x72 image out of it, with the original 15x15 part in
the middle and the rest transparent, to be used as an add-on server icon. You
could use ~SECTION(-28,-28,72,72) to do that.
Of course, there could just be a separate function for that, but it might
make more sense to just allow it to be done using this one.
