Follow-up Comment #1:

No. It creates the executable in build/release but fails to install it to
working copy root because original wesnoth.exe is write-protected by windows
when wesnoth is running.

It doesn't retry installing wesnoth because this is implemented as a
PostAction assigned to linking wesnoth.exe in build/release. This would work
splendidly if windows supported symlinks or had the concept of inodes in its
filesystem so write-protecting wesnoth.exe would be unnecessary :(
