Follow-up Comment #2:
At what time were you able to see the other player's recruit list and how did
you do it? Any particular map, a saved game, etc. All that information is
needed to diagnose the problem.
I place particular emphasis on "how did you do it". Not knowing how to
reproduce the bug, it is very unlikely that it ever gets fixed.
