Details:

Some of the ai parameters are broken, their usage doesn't seem to effect the
ai at all or does not what expected.

They are:
    * caution -- no effect
    * aggression -- same
    * villages_per_scout -- seems to be ignored 
    * grouping
grouping=no makes the ai just behave stupid.
grouping=offensive is still very passive and causes shuffling even at long
distances from the enemy
    * scout_village_targetting
The ai is recruiting more scouts with that value being higher(It shouldn't do
that, that is what villages_per_scout is for). However it's not using them to
take villages but to use them for fighting.

    * avoid is known to work
    * passive_leader is known to work
