Follow-up Comment #1:
You need to collect the gold and coal with miners, not any random unit. Step
2 can't be right, as the dialogue about having picked it up only appears if
you use a miner. Otherwise the unit just shouts that you should send the
miners there, not that it has picked anything up.
I'm marking this as "need info" for now in case there is some actual bug in
there, but so far it looks like you just didn't use the miners at all.
