Follow-up Comment #1:
The files are not dummy. But they are not supposed to be created by default
either, unless you explicitly pass the --enable-dummy-locales to configure.
Unfortunately, someone broke the build tools. (You can fix it yourself by
uncommenting the "if USE_DUMMYLOCALES" test in Makefile.am.)
Again, we should all say thanks to suokko for yet another great patch!

I will see what can be salvaged from this crap, otherwise I will just revert
