Details:

This is a feature request for loading old maps (1.2? 1.3?) without a map
header. The editor in the game will refuse to load them, giving this error
message:

Error loading map
There was an error (wml) while loading the file:
A map without a header is not supported

Fair enough, it's missing a header. So if we open the file and add:

border_size=1
usage=map
\n

where '\n' is a newline character, the map loads perfectly.

My request then, is to have Wesnoth try loading the map by adding a map
header.

Yes, there are fewer older maps. Yes, someone can add the header in
themselves in a text editor. However, there are many people who come to
Wesnoth, leave, and come back, stumbling upon their old work. There are
people who abandon UMC's and others who resurrect old ones. If processing,
say, 20 maps, I think it's a worthwhile feature to try to load the map with
the added header automatically.

Attached is an old map from 2007 that did not have a header.
