The tiles are in the editor so you can edit DiD and UtBS maps. If you do not
include the needed terrains in your addon you can not use them. Admittedly
the error message is not particularly helpful.
This bug tracker is not for help with creating content. Visit the forums and
post about your problems there.
PS: 7z can decompress self extracting archives though it's still a bit
ignorant to use them.
