Follow-up Comment #3, bug #13480 (project wesnoth):

Multiplayer is increasingly more social in aspect. Often conversations occur
much like IM or SMS. It is handy sometimes to follow up on a previous
conversation ("hey, so what happened last night again?" with a friend during
a game that is more private in context.

I agree chatting with the enemy is not needed, but I don't see any reason we
can't have whispering to an ally.
