Details:
In 1.6.3 map_data="{the.map}{~the.map}" gives a map data error because it
seems the failed include is not consumed or something.
Reverting r35988 makes it work again.
Would be nice to get this fixed for 1.6.4 or just reverted otherwise. Trunk
needs the same treatment.
