Details:

As with Recall, it's also pointless showing "Recruit" when you're not at a
hex that a leader can recruit units at. Currently, if you want to recruit,
and try to at a hex without a keep for example, the user is still presented
with the recruit unit screen. After the user makes his selection, thinking he
still can, he is then told he cannot.

Why not just not make it an option in the contextual menus at hexes where you
cannot recruit?
