Details:
As of this writing, vertical or horizontal mouse wheels do nothing with
scrolling GUI2 widgets in 1.7.6+svn.
Attachment #1 is the stderr while using --log-debug=gui/event and attempting
to scroll the campaign menu dialog with the vertical mouse wheel.
Attachment #2 is the stderr while using --log-debug=gui/event and attempting
to scroll the "Manual" test dialog in the test scenario with the horizontal
mouse wheel.
(Assigning high priority since this is a problem that was not present in
1.7.6 for neither mouse wheel direction.)
