Follow-up Comment #2, bug #14720 (project wesnoth):
To honor the X settings indeed SDL would need to be changed.
Wesnoth could handle caps lock as a proper modifier though so you can use it
in bindings. (If you want to use caps lock and control interchangeably you're
still screwed then though.)
