Details:
It seems that the AI recruits just one type of unit for each usage. One type
of fighter, one archer, one scout, etc. If you disallow the unit it would
have recruited, the AI will stop recruiting that type. If it only had one
type available, it will stop recruiting altogether.
Example:
I modified the recruitment list of a scenario known to work: Rooting Out a
Mage from AToTB. I allowed Skeletons, Death Blades, and Revenants, all of
which are fighters. The AI only recruited Revenants. (I assume it evaluates
them as the best.) I then added the line, {LIMIT_CONTEMPORANEOUS_RECRUITS 2
Revenant 2}. It recruited two revenants, then stopped recruiting anything,
even though it had plenty of gold left, and two other units available.
