Actually, I can sympathize with someone painstakingly tweaking tile
variations until the desired effect is encountered.

I've done things like this myself when using editors for couple of games.

Ability to control this in Wesnoth would be useful, especially for those more
fine-arts-inclined.

On the other hand I can't think of any reasonable way of doing this in code,
aside from totally changing map format (introducing variation id for each
tile) or indeed making a terrain type for each terrain variation.
