Follow-up Comment #1:
I don't think we can do this. The scons code for determining whether we're
in a normal, test, or debug environment is pretty tangled up with the
metaconf checks.
However, I'm assigning to loonycyborg, who's been doing most of the scons
work recently. That means he'll get this comment. If he thinks it's worth
trying, he can change the status on this bug.
