Follow-up Comment #4:

I looked at the image, and this is not a snowy-mountains problem.  If you
look at the snowy mountain immediately between the two tent hexes, that
transition is OK.  

The actual issue seems to be with the impassable-mountains transition to fort
- the grey fog overlapping the walls.  It's weird, but I can't actually think
of any other visually-consistent way to handle it; you get an edge-fog effect
with other terrains, and it would look strange if the stuff just stopped at
the fort walls.

So I don't actually think this is a bug; it's more like a "Don't do that,
then!" in map design.  Marking it Invalid, but willing to be corrected if
someone with more knowledge of the terrain system thinks I've got this
wrong.
