This clearly sounds like a problem with upstream, in this context with glibc.
Since when using no locale UTF8 sorting is used and that does work nicely.
Wesnoth does use the sorting provided by the locale, which on Linux normally
comes from glibc. Just when that is not available it does fallback to sorting
from the 'C' locale which most likely means "sort as UTF8 provides the chars".
