I'm seeing winter backgrounds to both the Bandit and Elf epilogues, so if
this is a real bug it seems to be fixed in trunk.
There's been a map in the background of AOI since before it was mainlined - I
know because I made that map myself.
Is it possible you local dara tree is damaged or incomplete?
