Details:

Currently notifications (through notify-send I believe) can be turned on
permanently with --enable-notifications with the configure script generated
from autogen.sh .

However, once that happened, notifications are turned on permanently, that
is, users cannot even turn it off with either preference or startup options
(wesnoth -h | grep -i not yields nothing).

Since package maintainers might generally enable the notifications option,
and certain users would not, occasionally, need the feature, so I am
proposing for a more flexible way of enabling notifications, that is allow
users to turn notifications on/off in preference. Still better is to
auto-detect presence of dbus/libnotify/etc. and make the feature more dynamic
(also please allow users to turn it on/off) .
