Follow-up Comment #5, bug #15880 (project wesnoth):
Maybe you should delete the old file before trying to reoutput it there? It
could be that msgfmt does not like to replace the file or that you simply
don't have the required permissions to do so. Like I said, the file does
generate and work nicely over here.
Of course you could also check if there are differences in the string in the
.cfg file that you are using and the corresponding .po file. Though this
should not be the case if you use a checkout of branches/1.8/. It is known
(and intended!) that there was no pot-update for trunk after branching off
1.8.
