I think the method you used is frankly a bit too convoluted. However, I went
and wrote another solution: r42657-r42660 now allows one to place villages
(except water and swamp villages, which I didn't touch yet) on any base
terrain. This involved the creation of a new village archetype terrain and
changing of quite a few hill, snow hill and mountain village terrain codes,
so all maps currently using those terrains need to be converted (I've filled
an FR for that).
I do think this approach is much better in the long run, even if it's a bit
more inconvenient initially with all the conversions required. After the
conversion is done, the changes should have resulted in no gameplay changes,
except for a few fixes I made to some snow hills villages incorrectly
aliasing to just hills instead of snow hills.
So, I'm marking this as "won't do"; however, if my method is revealed to have
some major problem I didn't foresee, we might want to use yours instead.
