Details:

The normal behavior is that if you store a unit, raise its experience, and
unstore it, it may level up.

However, if you then repeat the process in a networked multiplayer game, it
will only work from the perspective the player who controls the side (i.e.
that player or the host if the side is an AI.) The other players and all
observers will see the units as having only advanced once, and not even
having their experience raised afterwards.

This is illustrated in the attached multiplayer era.
