Details:

In 1.9.0, the Illuminates halo (and presumably other haloes) are unaffected
by unit vertical offsets, leaving them off-centre when a unit is in an
unusual position in the hex.

Following discussion on IRC, it was suggested that height-adjusting haloes
and other animations should be optional, but default to adjusting along with
the unit.  Save file and image attached.
