Follow-up Comment #2, bug #16709 (project wesnoth):
If i recall from my patch, I believe the guards can move in water. (i made it
where they couldn't move in all terrains.) Just update that and it should be
fine. (Or you can just set the moves/max_moves to 0 and it should work just
as good.)
